China puts hold on India-US joint proposal to list Pak-based LeT terrorist Shahid Mahmood as a global terrorist

This is the fourth instance in 2022 when China has blocked bids to blacklist Pakistan-based Islamic terrorists in the UN Security Council.

China on October 18, 2022, in the United Nations Security Council (UNSC), put a hold on a proposal by India and the USA to list Shahid Mahmood of the Pakistan-based Islamic terrorist outfit Lashkar-e-Taiba as a global terrorist. Mahmood is a senior LeT terrorist based in Karachi and has been affiliated with the group since at least 2007. China has reportedly placed a hold on the proposal by India and the USA to designate Mahmood, as a global terrorist under the 1267 Al Qaeda Sanctions Committee of the UNSC. This is the fourth instance this year when China has blocked bids to blacklist Pakistan-based Islamic terrorists in the UNSC.

The move comes at a time when UN Secretary-General Antonio Guterres is visiting India and has paid homage to the victims of the 26/11 Mumbai terror attack, which was carried out by the Islamic terrorists of the LeT. Mahmood who has reportedly worked closely with Jamat-ud-Dawah (JuD) and LeT chief Hafiz Saeed, seeks to create bases and sympathizers in India by sending funds in the garb of religious and charity work, which are later utilized for Islamic terror activities. The US Department of Treasury designated Mahmood as a Specially Designated Global Terrorist (SDGT) in 2016. The website of the department on the matter says:

As early as June 2015 through at least June 2016, Mahmood served as the vice chairman of Falah-i-Insaniat Foundation (FIF), a humanitarian and fundraising arm of LeT. In 2014, Mahmood was the leader of FIF in Karachi. In August 2013, Mahmood was identified as a LeT publications wing member.

Further, informing about the travel of Mahmood on behalf of the LeT to other countries, the website says:

For example, when acting as the head of FIF in Karachi, Mahmood traveled to Bangladesh to distribute funds to a Burmese migrant camp for the purpose of facilitating LeT recruitment. In August 2012, Mahmood, while in charge of the Sindh, Pakistan chapter of FIF, led a LeT delegation to Burma, and in mid-2014, he traveled to Syria and Turkey and was subsequently appointed to lead FIF efforts in both countries. Mahmood has also traveled to Bangladesh and Gaza on behalf of FIF.

LeT was designated as a Foreign Terrorist Organization in December 2001, by the US Department of State in accordance with section 219 of the Immigration and Nationality Act.

Earlier in June 2022, China put on hold a proposal by India and the US to blacklist Pakistan-based Islamic terrorist Abdul Rehman Makki under the 1267 Al-Qaeda Sanctions Committee. In August 2022, the proposal by the US and India to blacklist the senior leader Abdul Rauf Azhar of the Islamic terrorist organization, Jaish-e-Mohammed (JEM) was blocked by China. Then in September 2022, China again blocked a proposal moved by the US and co-supported by India to designate the Islamic terrorist of LeT, Sajid Mir as a global terrorist. Mir is one of India’s most wanted terrorists and has a bounty of USD 5 million on his head by the US for his role in the 26/11 Mumbai terror attacks. Mir is in charge of the India Setup of LeT.
